The Collapse of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of contrasting events captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: positive announcements are released from multiple capitals. Significant resources is devoted on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from enemy soil, a capacity enabled by current data. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats flew past – sophisticated military planes supplied to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a incoming threat. This was a modern interception technology at work, most likely provided by Western nations. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: maybe the incoming missile won't cause damage this time, protecting urban areas from devastation and another blackout.

Continuous Dangers

Not long after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its target.

Periodically, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to replace in the immediate future.

Unsuccessful Negotiations

The 28-point plan from Washington generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new approach from Washington follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This trend will, no doubt, endure.

Political Considerations

It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington works based on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is impossible to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does nothing to discourage Russia, through diplomacy or military means, from thinking that the situation will not shift further in its benefit in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but averting a total frontline collapse until situations evolve in its advantage.

Existing Situation

Realistically, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their task will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a only one week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all did their job.

While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
